The Origin and Aims of COSPARThe COmmittee on SPAce Research (COSPAR) was established by the International Council of Scientific Unions in October 1958 to continue the cooperative programmes of rocket and satellite research successfully undertaken during the International Geophysical Year of 1957-58. The ICSU resolution creating COSPAR stated that the primary purpose of COSPAR was to "provide the world scientific community with the means whereby it may exploit the possibilities of satellites and space probes of all kinds for scientific purposes, and exchange the resulting data on a cooperative basis". Hence, COSPAR is an interdisciplinary scientific organization concerned with progress on an international scale of all kinds of scientific investigations carried out with space vehicles, rockets and balloons.COSPAR's objectives are carried out by the international community of scientists working through ICSU and its adhering national academies and international scientific unions. Operating under the rules of ICSU, COSPAR ignores political considerations and considers all questions solely from the scientific viewpoint.The COSPAR Information Bulletin has been published since 1960. The Bulletin addresses not only researchers connected with COSPAR but also other scientists and the lay public active or interested in the latest developments in scientific space activities. Occasionally a guest editorial, invited article or a space image of interest to the community will be included. Spatial Statistics publishes articles on the theory and application of spatial and spatio-temporal statistics. It favours manuscripts that present theory generated by new applications, or in which new theory is applied to an important practical case. A purely theoretical study will only rarely be accepted. Pure case studies without methodological development are not acceptable for publication.Spatial statistics concerns the quantitative analysis of spatial and spatio-temporal data, including their statistical dependencies, accuracy and uncertainties. Methodology for spatial statistics is typically found in probability theory, stochastic modelling and mathematical statistics as well as in information science. Spatial statistics is used in mapping, assessing spatial data quality, sampling design optimisation, modelling of dependence structures, and drawing of valid inference from a limited set of spatio-temporal data. Spatial and Spatio-temporal Epidemiology

Spatial and Spatio-Temporal Epidemiology is a peer-reviewed scientific journal that provides a home for high quality work which straddles the areas of GIS, epidemiology, exposure science, and spatial statistics. The journal focuses on answering epidemiological questions where spatial and spatio-temporal approaches are appropriate. The methods should help to advance our understanding of infectious and non-infectious diseases in humans.

The journal will also consider applications where health care provision is the focus. Coverage of veterinary topics will be included, and those with direct human health implications are especially welcome. The journal places special emphasis on spatio-temporal aspects of emerging diseases (e.g., avian flu, SARS), development of spatial statistical and computational methods, and novel applications of geospatial technology (e.g., GPS, GIS) for shedding insights on exposure and disease processes.

The journal accepts three different types of submissions:
1. Methods papers that outline new methodology in the areas of GIS, spatial statistics, exposure science, and/or epidemiology;
2. Case Study/Applications papers where recently developed methodology is applied to novel applications with a clear exposure/disease focus; and
3. Short reports where a) they are around 4-8 text pages in length b) they focus on an important novel development and c) the development should be capable of description within the page length. Case Studies progress reports in the form of 'what we have done so far' are not acceptable as Short Reports unless they comply with b) or c) above.

Spectrochimica Acta, Part A: Molecular and Biomolecular Spectroscopy (SAA) is a well-established platform for scientific exchange among molecular spectroscopists. The journal aims to publish papers dealing with novel experimental and/or theoretical aspects of molecular and biomolecular spectroscopy. The focus is on fundamental papers that advance the understanding of molecular and biomolecular structure, function, dynamics and interaction with the help of molecular spectroscopy. This includes innovations on the technical side of molecular spectroscopy and on new theoretical approaches for the quantitative calculation and modeling of spectra, as well as highly innovative biomedical spectroscopic techniques with possible applications. From the broad range of spectroscopies, the emphasis is on electronic, vibrational or rotational spectra of molecules, rather than on spectroscopy based on the coupling of electron or nuclear magnetic moments.The journal particularly welcomes manuscripts dealing with:• Fundamental aspects of bioanalytical, biomedical, environmental, and atmospheric measurements• Novel experimental techniques of molecular spectroscopy (such as surface spectroscopy, non-linear optics, hole-burning spectroscopy, single-molecule studies with new insights, spectroscopy beyond diffraction limit, etc.)• Novel theoretical aspects (such as ab-initio theory, modelling of vibrational spectra, etc.)• Novel applications in chemistry and photochemistry (such as reaction mechanisms, characterization of intermediates, and ultrafast dynamics, etc.)• Methodic advances in chemometric studies based on electronic or vibrational spectroscopyCriteria for publication in SAA are topicality, novelty, uniqueness, and outstanding quality. Manuscripts describing routine use or minor extensions or modifications of established and/or published methodologies (e.g. standard absorption, emission or scattering measurements; standard chemometry; FRET) are not appropriate for the journal. In addition, manuscripts describing analytical procedures that use established spectroscopic techniques, such as the quantitative determination of pharmaceutical compounds with optical techniques or the characterization of compounds with optical techniques in the course of a chemical or biochemical synthesis, will not be accepted for publication, even if they appear new or improved with respect to procedures previously used.

In addition, shorter, concise reviews or viewpoints focusing on the current status and future prospects of a field or topic particularly relevant to the development of a new analytical methodology or to a better understanding of its fundamental underlying principles are welcome. Tutorial reviews, illustrating in depth fundamental concepts in atomic spectroscopy and analytical atomic spectroscopy, are also published.Articles describing an application of a spectroscopic technique to analysis will also be considered. In this case, however, the spectroscopic flavor of the manuscript should be substantial: mere analytical recipes or papers emphasizing separation and pre-concentration techniques should not be submitted. Finally, to the editors' discretion, accelerated publication of short papers dealing with new important concepts, instrumental developments or applications will be considered.

Choice of topic:A survey topic can be both on theory and applications of OR/MS and can be of several types. For example, a survey can focus on• Results that are considered standards by experts in the community but which not have been documented in textbooks. • Standard results which have been, in some way, streamlined; for example new proof techniques leading to more elegant derivations of known results. • New developments in methodology or new application areas (hot topics).Accepted SORMS submissions should be of significant interest to the OR/MS community. The associated literature should be of sufficient significance and, from an OR perspective, originality to warrant a survey in our journal. In particular, a topic should be sufficiently broad. Surveys focusing on the work of a single author or single group of authors may be possible, but will be considered with extra care.2. Choice of audience and writing: The readership of SORMS will be broad, ranging from graduate students to senior researchers, and from OR/MS professionals to applied mathematicians. An ideal SORMS survey should be appealing to a wide enough subset of this audience.A survey paper is not written in the same way as a research paper. Technical details that are not crucial should be addressed on a sufficiently high level, readers interested in these can be referred to particular papers. Examples of good survey papers can be found in the Handbook series. Other relevant guidelines are:• A good survey does not only focus on the work of the author but provides an appropriate broader context. • It takes more effort to write a short survey than a long survey. • A good survey should have intrinsic added value, in the sense that the sum should be stronger than its parts. • Paper: Original scientific articles that are in line with the aims and scope of the journal.
• Notes: Brief descriptions of a technique, a small but important experiment or theoretical point, or a novel solution to a commonly encountered problem in sustainable science and technology fall in this category.
• Comments and replies: Critiques about a published article which should not be more than 500words (1 to 2 journal pages). The original authors will be invited to submit a reply.

Introduction:To tackle complex real world problems, scientists have been looking into natural processes and creatures - both as model and metaphor - for years. Talanta provides a forum for the publication of original research papers, preliminary communications, and critical reviews in all branches of pure and applied analytical chemistry. Papers are evaluated based on established guidelines, including the fundamental nature of the study, scientific novelty, substantial improvement or advantage over existing technology or methods, and demonstrated analytical applicability. Original research papers on fundamental studies, and novel sensor and instrumentation development, are especially encouraged. Novel or improved applications in areas such as clinical and biological chemistry, environmental analysis, geochemistry, and materials science and engineering are welcome.Analytical performance of methods should be determined, including interference and matrix effects, and methods should be validated by comparison with a standard method, or analysis of a certified reference material. The developed method should especially comprise information on selectivity, sensitivity, detection limits, accuracy, and reliability. However, applying official validation or robustness studies to a routine method or technique does not necessarily constitute novelty. Proper statistical treatment of the data should be provided. Relevant literature should be cited, including related publications by the authors, and authors should discuss how their proposed methodology compares with previously reported methods.Since classical spectrophotometric measurements and applications (including derivative spectrophometry), fluorimetry, solvent extraction, titrimetry, chemometrics, etc. are well established and are considered routine analytical methods, studies in such areas should demonstrate a unique and substantial advantage over presently known systems. New reagents or systems should demonstrate clear advantage, and their presentation should be comprehensive rather than generating a series of similar papers for several analytes or similar reagents. Modifications of reagents should demonstrate significant improvements. Obvious application of known chemistries or methods to established instrumental techniques are discouraged.Application of established analytical approaches to relatively simple matrices having no major interferences, such as pharmaceutical preparations, are discouraged unless considerable improvements over other methods in the literature are demonstrated. Papers dealing with analytical data such as stability constants, pKa values, etc. should be submitted to more specific journals, unless novel analytical methodology is demonstrated, or important analytical data are provided which could be useful in the development of analytical procedures.

The Electricity Journal is the leading policy journal for the U.S. electric power industry. The Journal began publishing in July 1988. It was created because its founding editor and publisher, Robert Marritz, then a utility lawyer in private practice, was convinced that the electricity industry was moving on a fundamentally different track from the one it had traveled for most of the 20th century. He felt that electric utilities had lost the bedrock confidence of the public, largely as a result of their unsuccessful gamble with nuclear power. During this time, a small but growing industry of alternative suppliers generating power from natural gas-fired co-generation and renewable energy plants (wind power, biomass, hydro and solar), spurred by Congress's passage in 1978 of the Public Utility Regulatory Policies Act, were finding markets for their power. The European Journal of Psychiatry is a quarterly publication founded in 1986 and directed by Professor A. Seva until his death in 2004. It was originally intended to report "the scientific activity of European psychiatrists" and "to bring about a greater degree of communication" among them. However, "since scientific knowledge has no geographical or cultural boundaries, is open to contributions from all over the world". These principles are maintained in the new stage of the journal, now expanded with the help of an American editor.The journal also keeps to the original foundations of "an eclectic orientation in its scientific approach freed largely from ideological burdens". It invites contributions in areas related to biological, psychological and social sciences, and the aim is to communicate the research in the causes, consequences, treatment and care of all forms of mental disorder. It will be of interest to psychiatrists, psychologists, social scientists, nurses and others engaged in mental health professions, together with basic neurobiological researchers. Topics covered will include epidemiology of mental disorders, clinical aetiological research, post mortem pathological and neurochemical studies, treatment trials and evaluation of services.The over-riding criteria for publication are originality, a high scientific quality and interest to a wide audience of those concerned with all aspects of mental illness. All original papers will be refereed by independent experts in the field. Review articles and monographs designed to bring the reader up to date with research in the area will be a feature of the journal. The European Journal of Psychology Applied to Legal Context, the official journal of the Sociedad Española de Psicología Jurídica y Forense [Spanish Society of Forensic Psychology] and the Asociación Iberoamericana de Justicia Terapéutica [Latin-American Association of Therapeutic Jurisprudence], publishes empirical articles and meta-analytic reviews of topics dealing with psychology and law (e.g., legal decision making, eyewitness). Papers addressing both the inquisitorial and the adversarial legal systems will be welcome as well as papers based on concrete laws of a European or Latin-American country. Neither the Editors nor the Publishers will accept responsibility for the views or statements expressed by the authors. The journal is aimed at researchers, academics and professionals in Psychology, Law, Social Work, Forensic Sciences, Educators and, in general, people related with Social Sciences and the Law.
