The Journal of Cost Analysis and Parametrics is the official publication of the International Cost Estimating and Analysis Association. It is a scholarly journal featuring peer-reviewed articles that provide the latest developments in cost estimating, cost analysis, and cost management. Its objective is to improve the theory and practice of cost estimating, analysis, management, and research results among cost-analysis educators and practitioners around the world.

The Journal seeks to publish research that is interesting, intellectually rigorous, and advances the body of knowledge of cost analysis and parametrics. Papers involving a variety of topics, settings, and research methods are solicited. Manuscripts related to a broad range of application areas for any sector of the economy including manufacturing, financial services, construction, retail, defense, and not-for-profit are desired. New theories, topical areas, and research methods are encouraged. Areas of interest include, but are not limited to:

  • Cost model development and validation
  • Decision analysis
  • Risk and uncertainty
  • Simulation
  • Trade studies
  • Learning curves
  • Productivity assessment
  • Earned value management
  • Design to cost
  • Lifecycle costing
  • Statistical techniques for analyzing data
  • Data visualization

Submissions will be evaluated based on their: (1) readability; (2) relevance; and (3) reliability. All papers accepted for publication in the Journal must have a high level of readability. Poor readability can impede the ability of a reviewer to evaluate the contribution of a paper and may lead to rejection. It is necessary to ensure the paper can be readily understood by individuals involved in the area discussed in the paper. References should not impede the flow of the paper and unnecessary obscure jargon should not be used. If applicable, details of the statistical methodology should be in an appendix rather than in the body of the paper if they are not central to the focus of the manuscript.

The second criterion is relevance. A paper is relevant if it has the potential to influence cost estimating, analysis, or management. A paper that appeals to a broad spectrum of readers or is unique or innovative has a better possibility of influencing practice and theory development and therefore, is more relevant than a paper without these features.

The third criterion is reliability. The paper is reliable if the conclusions of the paper can be reasonably inferred from the arguments. Reliability is easier to assess when a paper is statistical or involves empirical research with which the reviewer is familiar. Authors can improve the probability of acceptance of a paper by including a section on the limitations of the research techniques.

The Journal of Cyber Policy will provide a unique place for scholars and practitioners to address emerging cyber policy challenges, which are growing in scope and urgency as countries around the world are becoming increasingly dependent on digital networks. Decision-makers in the public and private sectors are grappling with the security challenges posed by this inter-dependence and are often at a loss for informed and rigorous thinking.
 
The policy issues that emerge from our interconnected digital world are inherently international, and the journal will draw upon a geographically and culturally diverse set of contributors. The journal will place a strong emphasis on topics that are international in scope, and can address national and international cyber policy challenges.
 
The challenges of the cyber world are cross-disciplinary, and the journal will reflect this in the range of contributions that it solicits. The list of disciplines includes: politics, economics, sociology, anthropology, public administration, law, outer space security, military sciences, and media studies and communication. Topics of particular interest will include cyber warfare, cyber crime, internet governance, implications of emerging technologies such as autonomous weapons and quantum computing, internet access, the growing societal dependence on digital connectivity, and balancing the demands of personal privacy and national security.
 
The first two issues of The Journal on Cyber Policy will be published in 2016. Further details will be released at the Chatham House Cyber Security Conference on 1-2 June 2015.

The Journal of Environmental Engineering and Landscape Management is a research journal produced by Vilnius Gediminas Technical University (VGTU) and acknowledged by The Lithuanian Academy of Sciences and The International Academy of Ecological and Life Protection Sciences (IAELPS), which is an associate member of the Public Information Department of the United Nations.

The Journal of Environmental Engineering and Landscape Management is an international medium for the publication of original research on the environment with emphasis on changes caused by human activities and international research towards sustainability. The scope is multidisciplinary and international and the subjects covered include atmosphere and air pollution control and pollution mitigation technologies, water pollution control and pollution mitigation technologies, soil pollution control and pollution mitigation technologies, entrails of the earth, their protection, waste management, zero-waste technologies, environmental expertise, control over physical and technological environmental impacts and reduction technologies, nuclear hydro physics and radioactive pollution, modelling environmental processes, environmental monitoring, landscape protection, environmental ethics, environmental law and management, quality of indoor and outdoor environment. Besides, it publishes short reports and observations, reviews and bibliography, reports on conferences and workshops.

Publication of the Journal is funded by the Ministry of Education and Science of the Republic of Lithuania.

Starting from 1995, Journal of Environmental Engineering was published instead of proceedings from the previous research Environmental Protection of Vilnius Technical University (2 issues since 1993). For the period of 1995-1998, 6 issues were published (2 issues per year). From 1998, Journal of Environmental Engineering started to be published in volumes (1 volume, 4 issues per year). Since 2003, the Journal has been published under its current title - Journal of Environmental Engineering and Landscape Management - (1 volume, 4 issues per year) with proceeded issue numeration accepting the articles in English and Lithuanian.

The Journal of Field Robotics seeks to promote scholarly publications dealing with the fundamentals of robotics in unstructured and dynamic environments. Articles describing robotics research with applications to the environment, construction, forestry, agriculture, mining, subsea, intelligent highways, search and rescue, military, and space (orbital and planetary) are encouraged. Papers in sensing, sensors, mechanical design, computing architectures, communication, planning, learning, and control, applied to field applications are encouraged. The Journal focuses on experimental robotics and encourages publication of work that has both theoretical and practical significance. Authors will be encouraged to implement their work and demonstrate its utility on significant problems with emphasis on the underlying principles. That is, the Journal will encourage reporting on what was learned in doing the work, rather than merely on what was done. Also encouraged are comparative or meta-studies and verification of previously published results as well as reports of extended field experiments that seek to validate autonomous systems in representative environments. Systems papers will be welcome but they must include analysis and insight into why approaches work and the challenges still to be addressed. Studies of systems that have been fielded over extended durations are encouraged. The journal will publish only articles of high quality rather than achieving a particular number of papers or a ratio of accepted papers to those submitted. The Journal will push the frontiers of electronic publishing in the following ways: 1. Exploitation of the medium via multimedia that accompanies articles . JFR will publish code, models, data, and animations (either synthetic or actual video demonstrations) as appendices to articles. Such appendices will not be a requirement for publication but will be encouraged. 2. Low-cost access to articles and appendices . JFR will be deliberately structured so as to reduce the costs of publication. Fast and easy access to the journal will accelerate the pace at which new results can be absorbed by other researchers. It will also allow access to new results by a large population across the globe currently not privileged to the infrastructure required to support robotics research and, in some cases, who do not have easy access to archival quality printed journals. 3. Reduced time to publication . JFR will organize the reviewing and publication process in such a way that a short turnaround time is possible. Reviews will be led by members of the Editorial Board and by notable researchers. Papers and reviews will be managed via a Web interface and a paid managing editor will be in charge of ensuring the process of submission and resubmission runs smoothly. Before being asked to review a paper, reviewers will be asked whether they have the time to review the paper, and if they do not, they will not be sent the paper.
