The Journal of Business Finance and Accounting exists to publish high quality research papers in accounting, finance and their interface. Operations research and computers meet in a large number of scientific fields, many of which are of vital current concern to our troubled society. These include, among others, ecology, transportation, safety, reliability, urban planning, economics, inventory control, investment strategy and logistics (including reverse logistics). Computers & Operations Research provides an international forum for the application of computers and operations research techniques to problems in these and related fields.The common element in all these scientific areas which this Journal addresses is the methodology for determining viable solutions to problems, using computers and the techniques of operations research. However, it is not only the mathematical methodology which is of interest: the applications are of equal importance. The two are mutually supportive, since understanding the application helps one greatly to comprehend the mathematical methods used, and vice versa.This Journal will therefore concern itself with these scientific fields of application, and will be accordingly broad in scope of subject matter. The International Journal on Software Tools for Technology Transfer (STTT) provides a forum for the discussion of all aspects of tools supporting the development of computer systems. It offers, above all, a tool-oriented link between academic research and industrial practice.

Tool support for the development of reliable and correct computer systems is of growing importance, and a wealth of design methodologies, algorithms, and associated tools have been developed in different areas of computer science. However, each area has its own culture and terminology, preventing researchers from taking advantage of the results obtained by colleagues in other fields. Tool builders are often unaware of the work done by others, and thus unable to apply it. The situation is even more critical when considering the transfer of new technology into industrial practice.

STTT addresses this situation by (1) publishing accessible papers that introduce researchers and practitioners to state-of-the-art tools and techniques and (2) channeling comments, queries, and feedback about tools and papers in the Online Forum with highlights published electronically.

STTT focuses on three major technical themes:

1. Construction and analysis issues: These involve hierarchical and compositional approaches: syntax-oriented vs. semantic methods: synthesis vs. verification: formal support of the entire system life cycle, including requirements capture, design, implementation, verification, testing maintenance, evolution: and analysis of non-functional aspects of system behavior, such as real-time, probability, and efficiency.2. Practicality issues: These address performance, genericity, and usability of tools: case studies and experience reports: and industrial use and feedback.3. Generic tool issues: These include paradigms (fully automated vs. interactive approaches): design issues (modularity, efficiency, portability, integrability, reusab, ility): automatic support (tool generators, integrators, and interface builders): and user interfaces (graphics, Web forms, retrieval).

STTT comprises Regular Papers, Special Sections in the form of Special Issues or Thematic Sections, the Formal Methods Letters (FML) with its own Editorial Sub-board, an Opinion Corner with Position Papers and Reviews, as well as an Online Forum for more instantaneous discussion. Due to STTT's emphasis on technology transfer, we encourage an illustrative, example-driven presentation style that focuses on the underlying themes. Technical material and detailed proofs that are not necessary for the comprehension of the essence and the impact of the contributions should be replaced by adequate referencing of other publications or be provided separately in an online appendix. This way the journal provides a fast and intuitive entry into new material and new themes, and, at the same time, the online appendix gives experts easy access to the related technical or theoretical details. These include proofs, definitions of complicated underlying calculi, and discussions of related theories, as well as other information concerning implementation issues, user documentation, benchmarking information, and raw experimental data, which go beyond the general interest.

This magazine provides a journal-quality evaluation and review of Internet-based computer applications and enabling technologies. It also provides a source of information as well as a forum for both users and developers. The focus of the magazine is on Internet services using WWW, agents, and similar technologies. This does not include traditional software concerns such as object-oriented or structured programming, or Common Object Request Broker Architecture (CORBA) or Object Linking and Embedding (OLE) standards. The magazine may, however, treat the intersection of these software technologies with the Web or agents. For instance, the linking of ORBs and Web servers or the conversion of KQML messages to object requests are relevant technologies for this magazine. An article strictly about CORBA would not be. This magazine is not focused on intelligent systems. Techniques for encoding knowledge or breakthroughs in neural net technologies are outside its scope, as would be an article on the efficacy of a particular expert system. Internet Computing focuses on technologies and applications that allow practitioners to leverage off services to be found on the Internet. Agents are one technology for doing so, independent of claims about intelligence. In fact, most of the useful agent technology being deployed on the Internet is distinct from the multi-user agent technology developed in the AI world. The latter typically focuses on architectures supporting beliefs, intentions, and other human-like characteristics. Such characteristics are typically not relevant to Internet agents. More important are system engineering issues such as Internet mobility, shared protocols, ontologies, registration, and routing. Network software and hardware per se are not in the scope of this magazine. On the other hand, hardware that permits faster execution of a specific Web technology, such as Java chips, would be covered.

Papers published in the IEEE Journal of Selected Topics in Quantum Electronics fall within the broad field of science and technology of quantum electronics of a device, subsystem, or system-oriented nature. Each issue is devoted to a specific topic within this broad spectrum. Announcements of the topical areas planned for future issues, along with deadlines for receipt of manuscripts, are published in this Journal and in the IEEE Journal of Quantum Electronics. Generally, the scope of manuscripts appropriate to this Journal is the same as that for the IEEE Journal of Quantum Electronics. Manuscripts are published that report original theoretical and/or experimental research results that advance the scientific and technological base of quantum electronics devices, systems, or applications. The Journal is dedicated toward publishing research results that advance the state of the art or add to the understanding of the generation, amplification, modulation, detection, waveguiding, or propagation characteristics of coherent electromagnetic radiation having sub-millimeter and shorter wavelengths. In order to be suitable for publication in this Journal, the content of manuscripts concerned with subject-related research must have a potential impact on advancing the technological base of quantum electronic devices, systems, and/or applications. Potential authors of subject-related research have the responsibility of pointing out this potential impact. System-oriented manuscripts must be concerned with systems that perform a function previously unavailable or that outperform previously established systems that did not use quantum electronic components or concepts. Tutorial and review papers are by invitation only.

The IEEE Open Journal of Antennas and Propagation covers antennas, including analysis, design, development, measurement, standards, and testing; radiation, propagation, and the interaction of electromagnetic waves with discrete and continuous media; and applications and systems pertinent to antennas, propagation, and sensing, such as applied optics, millimeter-and sub-millimeter-wave techniques, antenna signal processing and control, radio astronomy, and propagation and radiation aspects of terrestrial and space-based communication, including wireless, mobile, satellite, and telecommunications at all frequencies.

This journal is 100% open access, which means that all content is freely available without charge to users or their institutions. All articles are currently published under Creative Commons licenses (either CCBY or CCBY-NC-ND), and the author retains copyright. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles published under CCBY, or use them for any other lawful purpose, as long as proper attribution is given.    Articles published under CCBY-NC-ND are also available to users under the same conditions as CCBY, but the reuse cannot be for commercial purposes or change the work in any way. 

Open access is provided through the payment of an article processing charge (APC) paid after acceptance. APCs are often financed by an author's institution or the funder supporting their research.

The articles in this journal are peer reviewed in accordance with the requirements set forth in the IEEE PSPB Operations Manual (sections 8.2.1.C & 8.2.2.A). Each published article was reviewed by a minimum of two independent reviewers using a single-blind peer review process, where the identities of the reviewers are not known to the authors, but the reviewers know the identities of the authors. Articles will be screened for plagiarism before acceptance.

Corresponding authors from low-income countries are eligible for waived or reduced APCs.
