Ocean Science aims to be one of the leaders in the modern generation of "Open Access" or free-to web journals. Much of the literature about such journals is available on the web and links to many of the main sources are given below. One of the aims of open access publishing is to make scientific developments available to people, rich or poor, all over the world as cheaply as possible. This aim underlies many of the initiatives and statements, such as those of Budapest, Berlin and Bethesda.A second, related, aim is to use computer developments and the web to push down the cost of scientific publication. This is a topic discussed in publications from the Wellcome Trust and the House of Commons Committee in the UK. In each case they are concerned by the power of existing publishers to control the market and the reluctance of scientists to move to Open Access Publishing.One concern of the scientists is that the new journals might have a lower scientific standard than traditional ones and that their important "citation index" is low. However Nature (2001) reported that on-line journals were soon obtaining high citation scores and that is the experience of the EGU. Open Access also allows us to introduce new systems of submission and reviewing. There are concerns about the effectiveness of the present review system - the reviewers lack of experience in some key area maybe allowing publication of papers with significant errors. There have also been concerns that referees have sat on papers so that publication is delayed and authors have lost priority of publication.To tackle these problems, Ocean Science is using the two-stage publication scheme developed by Copernicus Publications and the European Geosciences Union. After a brief review by the Topic Editor to check that they are suitable, submitted articles are published in Ocean Science Discussions. This publication can be cited in questions of priority.The paper is then formally reviewed in the traditional way by at least two reviewers. The reviews are published and other scientists and the authors can make and publish their own comments to help the review process. Finally all of these comments are used to decide whether the paper needs revision or whether it can be published directly in the full review journal Ocean Science.No doubt the "Open Access" model will develop further in the future. We plan to be closely involved in such developments. At the same time we want to use the new technology to encompass both integrated views and detailed studies within the same high quality ocean science journal.

Health Policy and Technology (HPT), the new official journal of the Fellowship of Postgraduate Medicine (FPM), a cross-disciplinary journal, which will focus on past, present and future health policy and the role of technology in clinical and non-clinical national and international health environments.HPT provides a further excellent way for the FPM to continue to make important national and international contributions to development of policy and practice within medicine and related disciplines. Terrorism as a tactic has been used by political and ideological groups for thousands of years. Concurrency is seen in an increasing number of computing and communication systems. We have tens of millions of clients on the World Wide Web and many thousands of powerful nodes in high-end massively parallel machines (MPP). One can project continued rapid progress within ten years, Exaop performance from the Web and Petaflop capabilities in closely coupled parallel machines. This leads to a confusing rich choice of architectures with distributed memory PC clusters or Web-based computers and shared memory MPPs. These are enabled and coupled with corresponding boosts in wide-area network performance and deployment with a blurring and convergence of computing and communication. This hardware juggernaut is coupled to new languages and programming paradigms, such as Java and VRML for the Web and multithreading HPF and MPI for parallel systems. The combination of concurrent digital and optical technology is expected to create a Global Information Infrastructure (GII) that will enable new applications, and open up a new set of communication and computer software and architecture challenges. We need portable and scalable (portable to the future and to hybrid heterogeneous world-wide systems) solutions. This technology is being driven by and used in a wide range of academic, research, and commercial application areas. This use is producing a substantial amount of practical experience in those problems that are enabled or enhanced by this amazing infrastructure. There are also new computational methods, such as mobile agents, cellular automata and massively parallel neural networks, which are particularly suited to concurrent execution. There is a rapid growth in both scientific (grand challenges) and information (national challenge) applications that drive both the functionality and high performance of the base technologies. These will impact academia, business, the homes and education. New applications are also being opened up by advances in human-computer interfaces with full immersive environments becoming available, and tools to support those with disabilities broadening the reach of the computer and communication revolution. Research in Mathematics Education is an international English language journal, publishing original refereed articles on all aspects of mathematics education. World Archaeology was established specifically to deal with archaeology on a world-wide multiperiod basis. Thirty years after it was founded it remains a leader in its field. The first three of the year's quarterly issues are each dedicated to a particular theme of current interest. Military Psychology is international in scope, and the editors encourage submission of articles that address research being carried out in a variety of national settings. Contributions will be considered for publication in the following categories: Research Articles: Reports of empirical research. Notes: Brief articles describing work that is largely confirmatory, advances in knowledge arising as by-products of broader studies, or new research techniques and methodologies. Reviews: Scholarly integrations of individual areas of empirical research. Communications: Information on policies and trends that affect the support and direction of research in military psychology. Clinical Practice: Case studies, theoretical articles, program development evaluations, and research articles of direct application for military psychologists in clinical settings. Comments and Letters to the Editor will be published on a space-available basis. Peer Review Policy: Once a manuscript is processed it is assigned a manuscript control number and given to an Action Editor (one of the Associate Editors) for editorial oversight. The Action Editor will oversee the review process, obtain review from two subject matter experts, compile reviewer comments and prepare an editorial recommendation for the manuscript. The Editor-in-Chief processes the editorial recommendation, makes a final decision and communicates with the author(s). Nationalism & Ethnic Politics explores the varied political aspects of nationalism and ethnicity in order to develop more constructive inter-group relations. The journal publishes case studies and comparative and theoretical analyses. It deals with pluralism, ethno-nationalism, irredentism, separatism, and related phenomena, and examines processes and theories of ethnic identity formation, mobilization, conflict and accommodation in the context of political development and 'nation-building'. The journal compares and contrasts state and community claims, and deal with such factors as citizenship, race, religion, economic development, immigration, language, and the international environment. Peer Review Policy:All articles submitted to this journal undergo a 8220;double-blind8221; anonymous peer review by at least two referees. Submission Guidelines:Manuscripts should not exceed 9,500 words (including notes and references). The article should begin with an indented and italicized abstract of 100 words, which describes the main arguments and conclusions of the article. The details of the author's institutional affiliation, full address and contact information, the exact length of the article, a brief biographical description (about 40 words), and any acknowledgments should be included on a separate cover-sheet. Manuscripts are sent out for anonymous review; consequently we would encourage authors to refrain from posting their name or affiliation on any materials that may be sent out to referees (i.e. the manuscript itself and associated graphical presentations). Finally, the journal prefers numerical superscript to parenthetical notation and encourages authors to abide by these guidelines when citing. Environmental Geochemistry and Health publishes original research papers and review papers across the broad field of environmental geochemistry. Environmental geochemistry and health establishes and explains links between the natural or disturbed chemical composition of the earth’s surface and the health of plants, animals and people. 

Beneficial elements regulate or promote enzymatic and hormonal activity whereas other elements may be toxic. Bedrock geochemistry controls the composition of soil and hence that of water and vegetation. Environmental issues, such as pollution,  arising from the extraction and use of mineral resources, are discussed. The effects of contaminants introduced into the earth’s geochemical systems are examined.  Geochemical surveys of soil, water and plants show how major and trace elements are distributed geographically. Associated epidemiological studies reveal the possibility of causal links between the natural or disturbed geochemical environment and disease. Experimental research illuminates the nature or consequences of natural or disturbed geochemical processes.

The journal particularly welcomes novel research linking environmental geochemistry and health issues on such topics as: heavy metals (including mercury), persistent organic pollutants (POPs), and mixed chemicals emitted through human activities, such as uncontrolled recycling of electronic-waste; waste recycling; surface-atmospheric interaction processes (natural and anthropogenic emissions, vertical transport, deposition, and physical-chemical interaction) of gases and aerosols;  phytoremediation/restoration of  contaminated sites; food contamination and safety; environmental effects of medicines; effects and toxicity of mixed pollutants; speciation of heavy metals/metalloids;  effects of  mining;   disturbed geochemistry from human behavior, natural or man-made hazards;  particle and nanoparticle toxicology; risk and the vulnerability of populations, etc.
